In 2014, Japan, facing the "regional extinction theory," enacted the "Regional Revitalization Act," actively promoting local revitalization and population repatriation. Taiwan has also faced population outflow and declining birthrates in recent years. In 2019, the Executive Yuan issued the "Regional Revitalization Report," aiming to retain and repatriate people to their hometowns and reduce urban population pressure.



Puli Township's population has declined from 88,000 in 1999 to under 74,000 in 2025. This population decline not only impacts the economy but also the vitality of the region. This lecture will share the development history of regional revitalization and, drawing on Japan's experience, inspire young people to take action on the future of their hometowns, building consensus and creating a shared vision for their hometowns.
