Since 2017, the Ministry of Agriculture has been promoting measures to improve the agricultural labor shortage. In 2026, 29 agricultural manpower teams were established nationwide. Farmers' associations match agricultural workers with jobs on farms. In addition to guaranteeing the minimum wage, they provide employment incentives, transportation allowances and other subsidies. During their time in the teams, they also receive agricultural professional training. Those who are matched with jobs by farmers' associations can apply for an employment incentive of up to NT$8,800 per month.
